Our own President recognizes that it is not Islam that is attacking, it is a small percentage of Muslims.

It is true that only a small percentage of Muslims are attacking the West. It is also true that a fairly large percentage support those who are attacking us.

There are truly peaceful Muslims, but they are not anywhere near a large majority.

Apparently, President Bush thinks otherwise. He sends greetings to those peaceful Muslims, all over the world, and to those Muslim citizens of the USA...about 5 million, at last estimate.

What does he gain by not doing so?

Let's assume for the sake of argument that you're right. By doing whatever he can to encourage these peaceful Muslims. By recognizing the peaceful ones and not antagonizing them, he at least prevents them from becoming radicalized, and might win over a few hearts and minds. This is the only way a minority can become a majority.
