Americans don't use torture, so codifying it into law should be no problem.
Have you read the law? It's language is so vague as to be interpreted by the likes of the 9th Circuit to free any prisoner in any war because merely being captured can be humiliating or degrading. It's not just a bad idea, it's bad law.
