Stupid idea. There's a suitcase nuke planted in NYC. We catch the perp who set it up, but can't torture him to devulge the location beofere we lose a city. You do not need to make torture legal for such situation. If you can save the city in such way, you simply disregard the law and worry for the consequences later. At worst you will face trial to be acquitted by the jury.
How many cities were saved so far?
