AMSTERDAM — Prime Minister Jan Peter Balkenende said on Wednesday that he had an 'open dialogue' with Russian President Vladimir Putin about human rights and the situation in Chechnya.

Balkenende told a joint press conference in The Hague that the concerns about human rights abuses by Russian forces in Chechnya could not be ignored. He discussed these concerns with Putin in an open fashion, he said. Putin responded by telling the media that Russia was fighting 'beasts' in Chechnya.

The Dutch and Russian leaders were talking to the press in the last hours of Putin's two-day visit to the Netherlands.

Putin said Russia had to deal with 'very violent people, beasts in the human form' and the measures taken by Russian troops had to be appropriate to the dangers.

"If we show a moment's weakest in the battle against terrorists, there will be a lot more victims," Putin said.

The Russian President acknowledged that it was necessary to use 'civilised methods' in the battle against terrorism. 'But we get can't tolerate that they are attacking the foundations of our democracy".

Putin expressed annoyance that European countries often criticise Russia's behaviour in Chechnya but have not paid much attention to the "major political events" in the country in recent years. He said Russia had invited Europe to send observers to come an see these developments, including a referendum on a new constitution and a presidential election, "but no one came".

Some European politicians appeared "to want to be a greater Muslim than Prophet Mohammed," the president said.

Later in the day the Netherlands and Russia signed an agreement to improve the cooperation between the government and business communities in the two countries. The Netherlands is particularly interested in increasing access to Russia's massive natural gas reserves.

IMO umemployment is not a key. Use this argument is like if thief explains his thivery by his poorness. "I'm poor and I want better life that it why I steal". This argument won't play in court.

Religious radicalism infests poor same way as rich. AFAIK Bin Laden is from family of multimillioneers and well-educated. So it is choice of anyone where to direct your energy and power despite of his wealth and education.

IMO umemployment is not a key

I don't mean unemployment for "I can't get a job" but "I don't want to get a job". You know, it's a terrible thing when somebody has nothing to do day by day. He is opened for any radical ideas just because of idleness.

The state must 1) force immigrants and potentinal radicals to get a job and 2) punish harshly radical preachers (vakhabits etc).

Could somebody explain how "Chechnya" = subhuman mankind, yet Putin and his gang have NO problem arming Iran with nuclear. Sorry Putin speaks out of both sides of his mouth.

Guys, Russia IS NOT going to sell nuke to Iran.

Think of these:
1) Russia is going to build lightwater reactor. It's impossible to create nuke via LW reactor.
2) Iran's nuclear program is under IAEA and Russian control now. If Russia refuse Iran to build nuclear reactor, Iran will banish all IAEA agents and create heavy water reactor (almost=nuke) with Pakistani or North Korean help.

Iran did get its nuclear beginnings from Russia. N.Korea was a Soviet stepchild until Boris could not longer afford to feed them and got our own bjclinton to adopt them and provide them with nuclear.

We have a fairly heavy hand in and around the Pakistanis right now, it is doubtful they will be spreading nuke material light or otherwise to anybody for the foreseeable future.

I watch what Putin does as well as what he says, he will host the next G-8 Summit next year and he has already said it will be about "energy security". Putin has traveled the world over making friends and influencing our (US) oil dealers.

Putin is not a dictator. He is the 1st NORMAL president of Russia, who was elected in 1999, 2004 and who will leave his place in 2008.
