The Meritorious Service Decoration is awarded to a Canadian citizen whose specific deeds demonstrated an outstanding level of service, set and exemplary standard of achievement, and brought honour and benefit to Canada.
Mr. Allan Cutler is the public servant, who despite a lack of whistle blower protection in the Canadian civil service, revealed to auditors in 1995 that there was political interference and bid-rigging occuring within the Sponsorship Program. His honesty and courage exposed a fraud that was being perpetuated upon the Canadian taxpayer, and revealed corruption within the Sponsorship Program, thereby saving the Canadian public millions of dollars. His honesty and courage was not without personal cost, however, as his position was later classified as redundant and he was dismissed, told he had 'no future in the public service'. After an appeal, he was reassigned, but suffered partial loss to his pension due to this reassignment.
Only recently have Mr. Cutler's allegations of malfeasance within the Sponsorship Program been validated by Justice Gomery's Report on the Commission of Inquiry into the Sponsorship Program.
We, the undersigned, wish to publicly acknowledge and honour Mr. Cutler's loyalty, integrity and courage by supporting his nomination for the Meritorious Service Decoration.
We respectfully request that the Governor General and The Chancellory of Honours accept Mr. Allan Cutler as our nominee for the Meritorious Service Decoration.
