This term is a bit confusing - I would re-word it as:
now known as Joe Steffen, onetime staffer to former Republican Maryland Governor Ehrlich

You're right that it's confusing.

It should read: "Joseph Steffen, former staffer to Republican Maryland Governor Ehrlich."
