The biggest failure of the Bush Administration has been their inability to get this news out to the public, not only in terms of WMD's, but also in terms of other successes in Iraq. Sigh. If we've learned one thing about the Bush Administration, it is that they are not stupid.
So perhaps it's not a matter of "failure," but rather the price they're paying for keeping secret operations secret.
But of course, it's lots easier to simply assume the worst.

One can certainly choose to release information regarding successes in Iraq, discovery of caches of MWDs, Yellow cake, schools and treatment plants rebuilt, life returning to normal, etc. w/o revealing details of "operations".
