Why do Russia brag about saying this? Do they want to be on a war footing with America? Or is it just a clear propaganda ploy to deter any possible US 'bravado' type pre-emptive strike?

All they'd have to do is run a poll over here to find that maybe 1.1% of Americans would want to nuke Russia now.

I think its just an announcement of force capabilities developed after the fact of an ABM system being deployed in the U.S. MAD doesnt work unless the enemy knows you can still hit him.

Im pretty sure that it doesnt make a diff in the status quo. And no, China doesnt have more active weapons than russia.

According the bullettin of atomic scientists, active and deployed Russian nuclear warheads number about 4000 today. China has a total of only about 10% that.

PR aimed at the third world? It would show they really are technologically advanced and therefore their exported arms are every bit as good as our exported arms.
