It cited various militant campaigns and attacks for Muslims to follow, such as the Palestinian resistance against the Israelis in the Gaza Strip, opposition by anti-U.S. insurgents in Iraq and the Sept. 11 attacks carried out by 19 plane hijackers.
"The key to victory is in our hands, and in turn, the primary cause of defeat is in ourselves," it said. (snip) Venzke said al-Zawahiri's Sept. 19 video was unique for giving increased prominence to the Taliban.
"But this latest one even goes beyond that with al-Zawahiri pledging allegiance to the Taliban," he said. "The whole thing is an address to Muslims, saying armed jihad and struggle is the only way and that they have to suffer to do it."
Al-Zawahiri also bemoaned the lack of support for Al Qaeda-linked militants in Saudi Arabia, saying the mujahedeen had suffered "defeat" amid a high-profile anti-terror campaign by Saudi authorities.
"These idolatrous regimes achieve victory over us because each one of us wants to save his own skin and avoid harm for himself," al-Zawahiri said on the tape.
"As long as this malignant illness continues to survive within us, there is no hope for victory and there can only be more defeats, tragedies, disasters and betrayals."

It doesn’t surprise me that George Bush had a plan to bomb the Doha headquarters of the pesky Arabic news channel Al-Jazeera back into the desert age. What shocks me is that he hasn’t sent Al-Jazeera a thank you note after his re-election last year in November.
A victory that became comfortable after the results were in, obscures how close the contest was. For a couple of hours on polling day, the opinion pundits and television channels were preparing for a John Kerry presidency, and liberal gloating over the demise of Bush ended only around noon. Democrats are now convinced that the critical factor that swung the election away from Kerry was the sudden and very mysterious appearance of an Osama Bin Laden tape promising the usual death and destruction of America.

VANCOUVER—Opposition candidates from both sides yesterday slammed the federal government’s “lackadaisical attitude” to border control for not detaining and deporting a foreign-born convict despite an eight-year history of bail violation and violent assault.
Somali native Mohamed Hagi Mohamud, 33, was convicted in 1997 of violating his bail conditions and of assault with a weapon. The latter is a deportable offence, but no deportation proceedings were initiated.
In 2002, he was convicted of assault causing bodily harm and deportation proceedings were begun. But after he completed his sentence on that charge, he was not detained.
He skipped his deportation hearing, and wasn’t arrested until after a brutal and bloody sexual assault of a Surrey woman in March of this year.
On Monday, Mr. Mohamud pleaded guilty in B.C. Supreme Court to sexual assault causing bodily harm related to the attack on Erika Martyn, 33. He was sentenced to 4½ years in prison.
“There seems to be a lackadaisical attitude towards people being removed from the country,” Conservative immigration critic Diane Ablonczy said yesterday. “This is a man with two previous assault convictions. There’s no excuse for the rules not to be enforced.
“Our rules said no. And our rules were not enforced, and someone suffered unimaginably because of it.”
Bill Siksay, the NDP immigration critic in the riding of Burnaby-Douglas, said the situation was inappropriate and called for more resources in the system.
“I don’t know what could be more blatant than someone who has a number of serious charges against him and a history of bail violations but still slipped through the fingers of the system,” he said.
A person convicted of a violent crime who is not a Canadian citizen can be deported. If officials with Canada Border Services suspect that the convicted person may be a danger to the public or a flight risk, they can apply to detain him.
Mr. Mohamud, who was convicted of violating bail conditions alongside his assault charge in 1997, was judged to be neither a danger nor a flight risk and released in 2004. He didn’t appear at a deportation hearing that May.
Canada Border Services waited until December, 2004, to issue an immigration warrant for his arrest on the grounds he was a danger to the public and was unlikely to appear.
Spokeswoman Janis Fergusson said she couldn’t explain those decisions because of privacy laws.
Mr. Mohamud is in custody now, but his deportation hearing has yet to be scheduled, she said. She couldn’t reveal whether Mr. Mohamud has refugee status.
On March 14, Ms. Martyn was dragged at knifepoint from a Surrey Skytrain station to Mr. Mohamud’s home, where he beat and sexually assaulted her. She fought back, smearing her own blood on her attacker’s clothes, sheets and walls for evidence, and escaped.
In 2001, Mr. Mohamud originally was charged with sexual assault, but was convicted of assault causing bodily harm.
In 2003, he was charged with sexual assault in relation to an early-morning knife attack on a sex-trade worker in Toronto’s Parkdale neighbourhood, but the charge was dropped due to lack of evidence.
David Matta, the Conservative candidate in Surrey North, said dealing with crime should be on voters’ lips.
Liberal Party officials declined comment.

Jamil Zayed has avoided deportation from the United States before.
He wasn’t deported after he was twice found guilty in the 1990s of food stamp fraud. Or after he twice pleaded guilty to abusing his wife.
Authorities could not even remove Zayed from the country after he spent time in prison for telling his wife he would kill her if she didn’t drop charges against him for pulling her hair, punching her in the head and throwing her to the floor.
An immigration judge agreed he should be deported and Zayed’s appeal of the deportation order was denied, according to Immigration and Customs Enforcement officials.
But they had one problem: No other country would take Zayed.
Since he is Palestinian, immigration officials could not obtain the right documents that would allow Zayed to enter another country where Palestinians reside if he leaves this one.
So, Zayed was released.
He went on to help run a convenience store on Hayden Avenue in East Cleveland until he was arrested again last summer.
This time, Zayed, 48, of Parma, was accused of waving a gun and then raping a store clerk during her first day on the job. The woman told police Zayed had pointed the gun at a man who had shoplifted a can of beer earlier in the day.
Zayed this week pleaded guilty to rape and having a gun he wasn’t supposed to be carrying. Judge Timothy McGinty sentenced him to five years in prison.
Immigration officials hope they can deport Zayed this time because they have five years to persuade someone to take him. But there is no guarantee.

Immigration officials admit that Zayed’s case is not isolated, though they said they would not release statistics on how many people like Zayed—or others from Cuba, Vietnam, Laos or other countries the United States cannot deport to—are let go every year. It began as a whisper, an inflammatory rumour that gained horror and currency each time it was told. It was said that after being caught shoplifting, a girl of 13 or 14 had pleaded for leniency, but had been raped by between three and 25 Pakistani men in a suburban beauty store.
When the attack was supposed to have happened was never clear. And the police, it was said, were never called because the girl was a Jamaican who feared that she would be deported.
By yesterday, six days after the rumour was given even wider circulation by a DJ on a pirate radio station, it was being blamed for much of Saturday night’s rioting in Birmingham which left one man dead and up to 35 others needing hospital treatment.
During the disturbances, shops were attacked, cars set on fire and hundreds of police in riot gear were confronted with bricks and bottles. Four people were stabbed, including a 23-year-old black man who later died in hospital. A police officer was shot in the leg with a ball-bearing gun, one of 12 gunshot incidents.
Assistant Chief Constable David Shaw, from West Midlands police, described the violence as “entirely unacceptable”. His officers said between 30 and 50 people were responsible for 80 offences in 75 minutes of clashes, which began when, according to police, “outsiders” tried to barge into a church during a briefing meeting for the African-Caribbean community.
There is still no evidence that the girl exists or that the attack took place. Police forensic checks on the scene of the alleged crime have failed to yield results and the owner staunchly denies any wrongdoing.
Yesterday, as police and community leaders appealed for calm, officers sought more information about the alleged assault that brought violence and disorder back to the Lozells area scarred by the Handsworth riots 20 years ago.
They disclosed that last week, when disquiet among the African-Caribbean community was at its height, a woman in her 30s also claimed that she had been indecently assaulted four months ago at a “similar premises”. Five men have since been arrested and bailed in connection with that allegation.
In the aftermath of the weekend’s violence, one activist yesterday claimed that Handsworth was “on the cusp of a race war”, an allegation quickly dismissed by most. But questions are being asked about the state of relations between Birmingham’s African-Caribbeans and Pakistanis and why so much violence erupted on the basis of an unsupported allegation.
Warren G, the DJ who aired the allegation on his radio talkshow and then staged a demonstration outside the store where the rape was rumoured to have occurred, told the Guardian he had merely sought to highlight a community concern. “I demonstrated because I firmly believe that something happened,” he said. “I have no proof and no facts, but I believe there are witnesses out there. They know who they are. The violence didn’t have anything to do with my demonstration.” He said he had never claimed to have any facts about the alleged assault.
“I said that I had heard that it happened. It has been a big talking point in the community for a little while. The people involved in the violence have their own agenda.”
Maxie Hayles, chairman of the Birmingham Racial Attacks Monitoring Group, said the belief that an attack had taken place was widespread. “Ninety nine and three-quarter percent of the Afro-Caribbean community believe it took place and that is why passions are running so high. We believe the person involved has been traumatised and we are told it is not the first time that it has happened. We as community leaders are trying to calm the situation, but it is not easy.”
The rape allegation appears to have crystallised the growing ill feeling between certain sections of both communities. Since the Handsworth riots, the Lozells area has changed. Many white and more affluent African-Caribbean residents have moved out. In the meantime, the Pakistani community has put down roots and built itself an economic base.
On the Lozells Road there are Pakistani-owned bookshops, cash and carry groceries and jewellery stores. As well as catering for their own community, they sell foodstuffs and cosmetics favoured by the African-Caribbean community. That rankles with some of the local African-Caribbean traders, who see their customer base eroded.
Mohammed Saleem, of the Birchfield Traders Association, said Pakistani shopkeepers had closed their shops for an hour on Saturday afternoon as a mark of respect. “We put out a statement making it clear that if it [the rape] happened, we condemn it wholeheartedly, but you have to go by the evidence. We think the protests are basically an economic thing to stop people trading with the Asians.”
Another Pakistani trader, who did not wish to be identified for fear of reprisals, said: “Four days ago black boys stood outside my shop. They had rocks and they were telling me to close the shutters. They were using abusive language. All the black community leaders did was to arrange another protest. They went to the church and afterwards youths were throwing stones, breaking windows and attacking the local mosque. Then some Asian kids came to protect the mosque, but were driven away by the police.”
He added: “Black people say that we have taken all their businesses. They say we are taking over, including the African shops that sell beauty products to black people. These used to be run by black people, now they’re run by Pakistanis. They want to shut us down.”
A British-born Pakistani Muslim who runs a decorating shop on Lozells Road, said the violence could have been worse. “In Aston, which is about half a mile away, around 300 Asian lads were ready to come to Lozells, but the police stopped them from coming down here.”
He said the violence was terrifying. “We just saw black youths running up and down the road, smashing things up and kicking things over. You can smash up as many shops as you like and people will put up with it, but when you start attacking a mosque, people aren’t going to tolerate that.
“There are about 300 Muslims waiting for orders, but the imam stopped them from doing anything.”
Maxie Hayles said the problem transcends economics. “Afro-Caribbeans have been spending money in Asian shops for many years now, but they don’t give them enough respect. They don’t employ black people in their shops and it is about the way they treat their customers. The way they look at them.”
Dr Frank Reeves, chief executive of Race Equality West Midlands, said both groups were “severely disadvantaged and in competition with each other for jobs and other opportunities.” Amid the confusions and all the accusations, he said, the wider causes stand out. “It’s about anger, discontent and jealously.”

A 30-year-old man who investigators say sexually assaulted an 11-year-old Marco Island girl, threatening to kill her during the rape if she told anyone about the attack, was arrested Tuesday night.
Marco police arrested Hicham Rhazouani of of 1786 Dogwood Drive, Marco Island, and charged him with sexual battery of a person under 12, burglary while armed and burglary with assault or battery. He was in custody Wednesday night at the Collier County jail on $200,000 bond, sheriff's officials say.
Police say the rape happened April 9 in the 1000 block of San Marco Road. The name of the victim isn't being published because of the nature of the case.
Arrest reports give this account:
Around 2:45 a.m., the girl said Rhazouani came into her room quietly and awakened her. She said she was half asleep and Rhazouani was whispering to her.
She said she could feel a small knife, which fit into his hand, held to her throat. He'd taken it from his rear pants pocket.
Before he raped her, he asked her how old she was and if she were a virgin. When the girl told him that she'd never had sex, he said, "It won't hurt. I'll be gentle."
He then sexually assaulted her, asking her where she went to school. He kept talking to her, trying to keep her quiet and threatening her by telling her he'd come back and kill her if she told anyone about the rape.
During the police investigation that night, officers learned that a white car had been seen across the street from the house. A Collier sheriff's K-9 tracking dog had picked up a scent in that area, between the girl's house and a house across the street.
Rhazouani had been chased out of the girl's house by a man who lived in the house, but Rhazouani got away, heading toward where the white car was parked.
Police questioned the owner of the house across the street, who said she rented to two foreign exchange students, whom she described as being from Egypt. Police earlier had learned that the girl's attacker was a man with an acdcent.
Last week, police interviewed a friend of Rhazouani who said Rhazouani was often out late at night drinking and hanging out at local bars and also stayed up late on the Internet. The friend also remembered seeing police at the girls home and said Rhazouani was at his home that night.
The friend's description matched that of the one given by the girl and the man who chased the suspect. Police interviewed Rhazouani who said he was staying at the house that night, that he would help and said he was "shocked that this could happen."
On Monday, police showed a photo lineup to the girl and the man who chased her suspected attacker,. Separately, each chose Rhazouani.
On Tuesday, police interviewed Rhazouani who was read his Miranda rights but who decided to talk to investigators.
He said he couldn't have committed the crime because of his religious belief. He was then told that his photo had been picked by the victim.
He then asked to confront them and prove that he is innocent. He kept declaring his innocence and when he was told there were bodily fluids that could be used to determine if he was the attacker, he stopped talking.
Rhazouani, a citizen of Morocco, said he wanted the government to provide him with an attorney and ended the interview.
