Right after the Katrina hurricane, large groups of people descended on Washington, demanding the President "do something."
People who have just gone through a disaster are in shock with their lives in disarray. They do not spontaneously arrange an activist group and march on Washington.
Rent-a-mobs are employees, most of whom don't have a clue about the issue they're paid to protest. There was a FR article not long ago about one activist group hiring the mentally handicapped to stand outside the White House and "make lots of noise."

There was no claim of responsibility, but officials blamed the attack on Jumatul Mujahideen Bangladesh, a banned Islamic group believed to be behind a blasts that have killed 21 people in the past two weeks. Snip: GREENSBORO -- A judge on Thursday threw out a lawsuit spurred by outcry over the inability of Muslims to use a Quran for courtroom oaths, a lawyer in the case said. Superior Court Judge Donald L. Smith decided that the American Civil Liberties Union of North Carolina and Greensboro Muslim Syidah Mateen failed to show that an actual legal controversy exists between them and the state of North Carolina.
The judge did not address whether state law allows people to use non-Christian texts for oath-taking, the main issue the ACLU wanted resolved. "We're disappointed the judge did not reach the merits (of the case)," said ACLU lawyer Seth Cohen, who confirmed Thursday's ruling. "We're confidant we would have won on the merits."
