They are planning to create a 1,000-kg super bomb, which they intend to use to attack Manila." National Intelligence Coordinating Agency Director Garcia said the targets include the US Embassy and other areas "representing American interests." National Security Security Advisor Gonzalez said at least two of 10 JI suicide bombers are still in Metro Manila and waiting for the right moment to unleash their attacks. - Bangladesh: On 21 Nov., Jamiat-ul-Mujahideen Bangladesh (JMB) threatened to blow up major government offices, courts and all Liberation War memorials in Rangamati if "the law of Allah is not introduced and the Martyred Intellectuals Day or the Victory Day [16 Dec.] is observed.

- India: Around 21 Nov., the Intelligence Bureau (IB) warned that a Jaish-e-Mohammed cell may launch an attack in Delhi. The Metro network and Indira Gandhi International Airport were named as particularly sensitive areas.

- Russia: Commander of the Operational Group of Forces in the North Caucasus, Lt. Gen. Yevgeniy Lazebin: The military has obtained intelligence suggesting rebels will attempt to disrupt the 27 Nov. parliamentary election in Chechnya. Acts of provocation being prepared in Grozny and in Sunzhenskiy, Achkhoy-Martanovskiy, Shalinskiy and Urus-Martanovskiy districts.

- Jordan: Abu Musab al-Zarqawi 18 Nov.: "We do not forget to caution our Muslim brothers in Jordan to stay away from the following places: First, the military bases and airports at which the US and British forces are present, be they inside or outside cities. Second, tourist hotels in Amman, the Dead Sea, Aqaba, Petra, Jarash, and other areas that are frequented by the Jews and Crusaders. Third, all the embassies and consulates of governments that took part in the war on Iraq."

- Indonesia: US Embassy on 18 Nov.: "The bombs and other materials in the Azahari safe house and the information on the website make it clear that terrorists in Indonesia are likely changing their tactics to include targeting of individual western citizens."

- Indonesia: US Embassy on 18 Nov.: "The information obtained in the Nov. 9 raid in which Indonesian police killed JI terrorist Azahari Bin Husin shows that JI-affiliated terrorists were in the advanced stages of planning additional attacks against westerners in Indonesia. ... The Embassy further informs Americans that a recently discovered Internet website provides detailed instructions on how terrorists can attack and kill individual Westerners on the streets of Jakarta. The website, written in Indonesian, specifically mentions two locations known to be frequented by many Western pedestrians, namely the area between the JW Marriott Hotel and Ambassador Mall, and the pedestrian overpass on Jl. Rasuna Said near the Australian Embassy and Setiabudi shopping complex. The website mentions specifically the Senayan golf driving range, the zoo, Taman Safari animal park, Ancol beach, Planet Hollywood, and the Jakarta Convention Center, and refers in general to hotels, sports centers and exhibition halls."

- Indonesia & Australia: JI Member Noordin Mohammed Top in video aired on 17 Nov.: "We repeat that our enemies are the US, Australia, England and Italy and we also remind that our enemies are the supporters and helpers of Bush and Blair, the infidels who oppress Muslims and chase after ulemas and mujahideen. They are all our enemies in our attacks." He added, "We especially remind Australia that you, Downer and Howard, are killing Australia, leading it into darkness and misfortune and mujahideen terror. Know that as long as you all continue to colonize the land of Iraq and Afghanistan and intimidate Muslims, then you too will feel our intimidation and terror." - Afghanistan: Taliban have possibly acquired enhanced SAM or related anti-air capability and intend to begin increased attacks against aircraft.

- China: US Consulate: "The US Government has received credible information that a terrorist threat may exist against official US Government facilities in Guangzhou. This threat also may exist for places where Americans are known to congregate or visit, including clubs, restaurants, places of worship, schools or outdoor recreation events." - Uganda: UK FCO: "There have recently been a number of fatal attacks against people working for aid organisations in northern Uganda and southern Sudan. The Lord's Resistance Army (LRA) is thought to have carried out these attacks. Diplomatic missions have seen an extract from a letter, which suggests the LRA may be targeting 'white people'." - Uganda: US State Dept: This Public Announcement is being issued to alert Americans to ongoing security concerns associated with Lord's Resistance Army (LRA) attacks in northern Uganda and the potential for more LRA attacks in the future, and to advise against travel to northern Uganda. - Indonesia: Senior Indonesian Security Official Rusdi Suriatmadja said info gathered by Indonesian intelligence indicates terrorists might be planning an attack by year's end - Indonesia: Australian DFAT: continue to receive stream of credible reporting suggesting terrorists in advanced stages of planning attacks against Western interests.
