STATEMENT of NEWT GINGRICH BEFORE SENATE COMMITTEE
(FReeper article prompted use of graphic)

On Oct. 30th, DoctorZin, a FReeper, posted an article on his
blog on FR
http://www.freerepublic.com/focus/f-news/1512056/posts
and on his blog
http://regimechangeiran.blogspot.com/2005/10/why-havent-we-seen-this.html that
caught Washington's attention. It is entitled, "Why Haven't
We Seen This? " and asks why the world is ignoring the graphic
used at the "World Without Zionism" conference.

This past Tues, Newt Gingrich and James Woolsey (Former CIA
Director) brought an enlarged version of the graphic to a
Senate Subcommittee Hearing. It was also used by others
testifying in order to illustrate their points. The graphic is
referenced on page 7 of Gingrich's speech. (see link below)

The following are some excerpts from Newt Gingrich's speech :

ESG-1 Conducts Maritime Security Operations in
Arabian Sea
Navy NewsStand ^ | Nov 16, 2005 | Lt. Ron Flanders

Posted on 11/16/2005 6:27:56 PM PST by SandRat

ABOARD USS CLEVELAND, Arabian Sea (NNS) -- Members of
Expeditionary Strike Group (ESG) 1 are currently leading a group of
six coalition ships conducting maritime security operations (MSO) in
the North Arabian Sea and Gulf of Oman.

The strike group’s flagship, USS Tarawa (LHA 1) and the amphibious
transport dock USS Cleveland (LPD 7) are joined by the guided-missile
destroyer USS Oscar Austin (DDG 79). The French ships Var (FS 608)
and Lafayette (FS 710), and the Pakistani frigate Badr (PNS 181)
round out the coalition task group.

MSO are part of ESG-1’s regularly scheduled deployment to the U.S.
5th Fleet area of operations. The ships, currently assigned to Task
Force 150, led by French Vice Adm. Jacques Mazars, seek to preserve
the free and secure use of the world’s oceans by legitimate mariners
and prevent terrorists from attempting to use the maritime
environment as a venue for attack or as a medium to transport
personnel, weapons or other illicit material.

“The focus is on gathering information that links to the global war on
terrorism,” said Australian navy Lt. Cmdr. Darren Rushworth, future
operations planner for Amphibious Squadron (CPR) 1, the task group
commander. “The illegal smuggling means that funds are being
created. Where does that money go? That is the link. There is also a
link in terms of people smuggling, and we can find out where they are
going and what they are doing."

Intercepting illegal smuggling that supports terrorism is only part of
the mission, said Capt. Dave Clopp, assistant chief of staff for
operations for ESG-1. The operations and intelligence staffs of ESG-1
and CPR-1 are compiling a comprehensive database, looking for
patterns in the maritime traffic in these waters.

“We’re developing a baseline on what to expect out here on a given
day, and once we have that baseline, we can see what looks out of the
ordinary,” Clopp said.

Assisted by coalition maritime patrol aircraft, SH-60B Seahawk
helicopters staged from Tarawa, and the Scan Eagle unmanned aerial
vehicle (UAV), operated from Cleveland, the ships seek to set the
conditions for security and stability in the maritime environment by
monitoring maritime traffic, performing routine queries of vessels, and
conducting Visit, Board, Search and Seizure (VBSS) operations when
warranted.

“The response to the query can generate suspicion,” Rushworth said.
“But mainly we want to spread the word that we’re out here for their
safety and their security; that we’re looking for terrorists.”

Rushworth added that the boarding teams distribute bottled water and
other essentials to crew members of fishing and cargo boats. If a
dhow or other vessel is in distress, the coalition ships provide
assistance when possible.

“They’ve actually been excited to see us,” said Information Systems
Technician 2nd Class Michael Greene, a member of one of Cleveland’s
boarding teams. “One of the boats we boarded had a transmission
problem. We gave them some lube oil, food and water, and our
engineers gave them advice on their problem. All the guys on the
team are eager to be doing something hands-on with the effort. Any
way we can help, makes a difference.”

MSO in the North Arabian Sea and Gulf of Oman represent just one
major effort ESG-1 forces are currently engaged in. Rear Adm.
Michael A. LeFever, Commander of ESG-1, and nearly half his staff are
in Islamabad, Pakistan, providing command and control of the U.S.
military’s Disaster Assistance Center there. USS Pearl Harbor (LSD
52) and USS Chosin (CG 65) are in the northern Persian Gulf helping
to protect the integrity of Iraqi territorial waters as well as helping to
defend Iraq’s oil terminals, which are significant sources of Iraq’s
revenue. The guided-missile destroyer USS Gonzalez (DDG 66) and
the frigate USS Ingraham (FFG 61) are also assigned to Task Force
150 conducting MSO.

“We’re in four different places, doing four different missions at the
same time,” said Clopp. “It definitely shows the agility of the ESG. We
are able to conduct multiple missions at once.”

There has been talk the last couple days of all the old tapes being rerun, so are some of the messages.

I have a google alert set for al-Battar, this came in minutes ago. I think it was the last issue, but could be wrong, almost exactly one year. Is this also the issue that advised the terrorist to wear western clothes and carry a boombox? Or was that a later issue?

Volume 1, Issue 8 (November 12, 2004)

INSIDE THIS ISSUE:
Radical Clerics in the Firing Line
Options Narrow for Avoiding an Insurgency in Southern Thailand
Al-Battar Number 22 Released
A New Leader for Al-Qaeda in the Arabian Peninsula?
How to Become a Mujahid

Al-Battar Number 22 Released

By Stephen Ulph

On November 10 the latest issue of al-Qaeda's online journal Mu'askar al-Battar (no. 22) was posted on al-Ma'sada, a jihadist internet forum (www.alm2sda.net – section "Jihadi Cells' [Muntada al-Khalaya al-Jihadiyya]). Outside the standard on-going features on weaponry – in this issue specializing on the use of revolvers in close combat, and a detailed chapter on the Apache helicopter - the themes of the issue focus on bin Laden's address to the U.S., the latest audio tape released by al-Qaeda in Saudi Arabia and the progress of the struggle for Fallujah.

The editor highlights bin Laden's audio address threatening the United States with financial ruin through attrition, and the evidence that "the mujahideen have finally forced Bush to have recourse to an emergency budget in order to continue the fight in Afghanistan and Iraq, which indicates the success of the plan to exhaust [them] to the point of bankruptcy, God willing". (al-Battar p.19).

The editor notes with satisfaction the reaction of the world's press, from al-Quds al-Arabi's description of al-Qaeda as having restored its ranks, and of bin Laden as "a political genius" putting his deep knowledge of political events "to the service of issues affecting his nation". Or Jason Burke's description in the UK daily the Guardian of bin Laden as "one of the greatest masters of propaganda in history" who is "fighting to defend his faith, culture and Islamic society against the western campaign waged against Muslims". The editor also quotes the San Jose Mercury in its description of how "American and Saudi intelligence were struck and paralyzed" by the tape, and Newsweek's description by a U.S. official of the "psychological shock" caused by the appearance of bin Laden on the television screens, highlighting the failure to locate him. al-Battar also publishes its take on the casualties suffered by the coalition in Iraq. Since the beginning of Ramadan, the losses amount to 6,700 coalition soldiers, 550 pieces of equipment destroyed or crippled and 27 aircraft including an F16. (al-Battar pp.19-21).

The Chapter on Istikhbarat (Intelligence Gathering) provides some interesting notes on how to accumulate intelligence on a potential target. It prioritizes them thus: 1) the media, from which 70 per cent of information may be derived; 2) telephone interception, which accounts for 25 per cent; and 3) human intelligence (espionage) which provides three to four percent of intelligence material. "On arriving at a new zone", the text explains, "the following method should be observed: obtain the local telephone directory, tourist maps and newspapers, change your outward guise, avoid places where you may be exposed to danger, familiarize yourself with the local standards of security, culture, society, ethics and services." (al-Battar pp.36-37).
