If there were any intelligent dems out there, the first thing they would do is demand Dean and Reid step down as DNC chair and minority leader. They just costs themselves a bunch of votes.

He had no notice. That's why he is pissed. To him, this use of Rule XXI is a bigger deal than the DEMs abuse of cluture to deny the President's nominees votes.
