There was an article by Defense and Foreign Affairs Daily on September 8, 2004 written by Gregory R. Copley, Editor, GIS called: "Reports of French Involvement in Niger-Iraq Uranium Case Not Reliable" that took this into more detail and mentions Libya's involvement. I am trying to find the link.
