Executive summary:
- Iraq and Libya were working together on producing nuclear bombs. Iraq provided funding and scientists. Libya provided a mountain in which to do the work, and procured the uranium from Niger.
- As part of a disinformation campaign to discredit the U.S. decision making process, to hide Libya's involvement, and to discredit the reasons for the U.S. going to war, Libya provided false documents, later easily and intentionally discredited, stating that Iraq was obtaining uranium from Niger.
- Libya provided these documents via a circuitous route to the Italians.
- The key claim of this current report is that it was not the French that originated these infamous false documents, but rather Libya.
