Not good on a couple grounds:
1) If someone has dementia, will they stop to think before buying a gun?
2) It's too easy to "press" this kind of diagnosis and turn this into a psychological hocus pocus (a la ADHD). Reminds me of USSR where they diagnosed religious people as insane and put them "asylums."

It is not good to deny a person's Constitutional right to own a gun under a false pretense of insanity just as it's not good to deny a person's right of control of his wealth and possessions on a false pretense of insanity. The same incompetency hearings that protect the financial rights of a presumed insane person protect the gun rights of the same person.
