Fitz was SUPPOSED to iinvestigate a certain FACT. When he figured he didn't have anything - not doing his job, then let's go on a fishing expedition for the DNC. Hell, let's all make it up as we go! Just like Fitz.

Also note, that I've heard Fitz say at least 3 times (mabye more) references to "validate" or "vindicate" need for an investigation here.
