Could you document that? It doesn't make sense to allow an appointee rather than an elected official to directly succeed to the Vice Presidency.

See "Ford, Gerald Rudolph". The President's selection has to be approved by the senate, but if the office of Vice President is vacated, the President can choose whomever he or she pleases.

U.S. Constitution, 25th Amendment, section 2:

"Section 2. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress."
