Not for the faint-hearted downloaders.
Their server isn't up to snuff. I'm only getting about a 62 KB/sec throughput on the download (hopefully this is only because so many people are downloading it, not an attempt to keep people from downloading it).
For some reason I can't copy and paste, but page 9 contains info on the connection to the Security Council and intended consequences.
