The fact that the prosecutorial staff stayed in the Grand Jury room for an hour after the GJ adjourned suggests a "What do we do next?" conference. The "what we do next" was apparently talk to the Chief Judge. The "what happens next?" - who knows?

That would suggest to me that they think they have 1/2 of a crime, and are debating whether to fold up shop or pursue the other half with an extension.
