I can tell you one thing for sure. The 9/11 commission report didn't have anything to do with explaing why, or how 9/11 happened either.

Slade Gorton was a disappointment on the 9/11 Commission, and, IMO, is the equal of Jim Jeffords. He showed little, or no interest, in pursuing the truth...did not ask intelligent questions, and denied the obvious bias of the Committee. He defended Jamie Gorelick from well-deserved and truthful criticisms, and looked ridiculous fawning over her!
