Even if it were true, that isn't the standard for a law violation. Besides, if they are truly investigating the underlying crime, that tells me they have no evidence on lying and obstruction of justice.

They may simply be determining whether to seek indictments for the "underlying crime" in addition to perjury, etc. I think the bottom line is that everyone's speculating, and no one has a clue what the GJ is likely to do.

Why would they wait until the week the GJ expires to start investigating the underlying crime?
