This is incredible. A state is going to keep track of all domestic animals and pets in a state and yet they can't keep track of illegal aliens or sexual predators! Talk about misplaced prioritiesIllegals that enter Wisconsin will be issued a cow, for tracking purposes. Predators, I'm not speculating on that.
