This issue is not nearly so isolated and arbitrary as it appears. During the nineties we lived in rural France and witnessed up close their policy of registering animals.

Our farmer neighbors essentially were but caretakers of government animals, maintaining personnel folders on the critters, and having govt. officials come by to inspect, inject whatever the government thought appropriate.

The neighbors could never dream of slaughtering one of their own animals for their own consumption and had to report health changes. If the animals got sick, the neighbors may be liable to the government for improper care. The animals were always subject to government officials stopping by to monitor "their" animals.

The neighbors unlike their parents, did not regard themselves as owners of a farm. They thought of themselves as caretakers working for the government and farming was a job. They expected to retire from the job and move into a retirement home when able. Forget about property ownership.

I recounted a story about how American ranchers came to the rescue of some who lost livestock in bad winter weather, and how they rounded up and drove the livestock there to contribute and help the suffering ranchers recover. My neighbor flat refused to believe me. "Impossible! the paperwork would be too much. The government would never allow it!" Well, maybe that will become true soon.

We were able to raise one pig by ourselves about ten years ago. It was exempted at the time although it did have a government tattoo. We heard that would change too. We had unregistered chickens, though.

This is a big step of socialist incursion, gradually changing farmers and ranchers from property owners into caretakers, employees of the State. The precedent is there. It is very deliberate and that is not tinfoil hat. Go to France and see for yourselves. Perhaps any FRiends in France today can update and amplify
