I don't see it as odd for livestock raised for consumption...
What seems odd is that they have broadened it to animals that are essentially pets such as horses and llamas and the like.

Doesn't Wisconsin have property classifications?
If you are classified as AG, it seems like that should cover the fact that you might have some farm animals?
I'm too close to cheese head land for this moonbat idea to catch on.
The good folks in Wisconsin should dose Madison into lake Michigan( perhaps a deepwater reef for the lake trout?).
