Well, he recited it as if he was reading a source. He said that the prosecutor could convene a grand jury on demand, but that to issue an indictment there has to be a quorum and that there was only one such scheduled for this week---Wednesday.
It also flashed by me as I was scanning this thread that someone else here has posted the same conclusion, but from a different source.
