It really won't likely be the feds that condemn the wine. Probably whatever county's Health Dept. in most any state has the proper authority to order disposal. In the case of a wholesaler/distributor it is going to come in the form of insurance check once it has been condemned.
I recall a restaurant I worked at in the 80's that had a flash flood several feet deep indoors from a failed road bypass under construction and the Oakland County Health Dept ordered the place completely gutted - not one piece of organic material could be saved. They even ordered the silverware, dishes, pot, pans, and things that could be washed be thrown out.
They had large dumpsters placed in the parking lot and the place was under 24-hour police guard as nothing could be removed from the property. Even the walk-in coolers and all the walls including the insulation were stripped.
But hey, in N.O. they work under a diferent set of rules...
