I think it's funny 2 sources can look at these supposed notes and NYT claims it means Cheney is guilty - NewsMax says Tenet.

If Tenet did indeed tell Cheney that Plame worked for the CIA, but did not say she was covert, does that mean he broke any laws? Since he was talking to someone WITH clearance?

Yes. Any time you transfer classified information you must disclose that it is classified. Otherwise, the recipient will not know that the information must be protected.

It means she wasn't covert. Saying Plame worked at the CIA was as illegal as saying Tenet worked at the CIA.
