Who approved the wire tapping and FBI survellance of the civil rights movement (i.e. Martin Luther King and the Southern Christian Leadership Conferance)?

Answer: New Englanders such as Democrats and J. Edgar Hoover.

Funny you should mention that. Years ago I read a book titled Separate Pasts. It was written by an historian who grew up in small town in NC in the late 40's early 50's. He states that he was raised with that notion the only godless Communists believed that blacks and whites were equal and that segregation should go away.
