I agree. This sounds like a quote that someone would make up to try and portray an equivalence between the way Clinton treated Starr and the way Bush is treating Fitz. There is no comparison whatsoever, and I think this reporter is trying to establish one with this made-up quote. As others have pointed out, this sounds like the stuff said about Starr and has no relationship to any actual information I've read about Fitz (moralistic/church-going etc).
