I see what you are saying, and you are right to say that most black people aren't racist and get along with everybody, are nice, productive people, etc.
But there's still big racial problems in the country that run outside of the margins.
You can't honestly say we don't have some big issues when 60 some % of blacks think that Katrina victems were ignored because of their race, while less then 10% of white people think that.

Color coding is easier to understand and more obvious than economic demographics. The prison population is disproportionately black, but it's overhwelmingly poor folks. It's a fact that poor people do more crimes and go to prison more frequently. This was true in London in the 1800s when such folks were euphemistically called "the dangerous classes."
I'll venture out on a limb and say, New Orleans was a screw-up top to bottom. Nobody seemed to know what they were dealing with and past experience, such as Andrew, etc. didn't serve them well.

Actually, while I enjoyed both series the first time I saw them, I don't think they keep well. They seem dated, and the stories seem obvious, on second viewing.

Seriously, racism cuts across all class, political affiliations, colors, etc. etc. There's just a certain percentage of the population that fall to the extremes on the spectrum.
