Let me just say that, although my tenure in the kingdom was over 21 years ago, the Saudis have jails just for traffic violations. I once was with a group that went to a criminal justice prison to bring food, water and to clean up a colleague who had gotten caught running liquor between construction camps. He had spent three weeks literally chained to a wall, sitting on the floor for all that time. We had to get him presentable for his forced deportation.

Moral of my little tale?

If you ain't muslim in the Saudi criminal justice system, you ain't human. They'll treat you worse than a stray dog, and they loathe the dogs. This guy was a non-Saudi muslim, he probably got slapped around a bit, but now he faces many years in an American Federal prison. If he was "whipped", he'd have scars and it wouldn't take a lot of arguing to prove it.
