Shouldn't their number be closer to 100%?

Yeah but if reported accurately it wouldn't sound as if illegals were responsible for 85% of all child molest cases.

The title (which should include a reference to the Immigration and Customs Enforcement doing the capturing) suggests that either (a) some child predators aren't criminal or (b) the ICE is having a difficult time discerning between American citizens and immigrants, with a total 15% misidentification/error rate.

Remember, illegal entry is somewhat less serious a crime (judging by its enforcement rate) than illegal parking. Child molestation, however, is a serious crime--and we should deport these evil predators to Mexico (when appropriate) in such a state that they cannot molest Mexican children (which they would do with virtual impunity, given the state of the Mexican criminal justice system).

What percentage should we accept? You name it. 30%, 40%? If it’s more than zero, it’s too many. We are sacrificing the lives of OUR children for your political correctness. Way too much “politicking” and not nearly enough governing going on in this country.
