Oscar S. Wyatt & Co. buys Enron's gas lines

24-05-04 Oscar S. Wyatt, the Texas oilman known for his dealings with Muammar Gaddafi and Saddam Hussein, is back in the energy business. Mr Wyatt and a group of investors agreed to buy Enron's natural gas pipelines in North America for $ 2.2 bn, Enron's acting CEO said.

Mr Wyatt, 79, is part of a group called NuCoastal -- which includes Citigroup, ArcLight Capital Partners and Kelso & Co -- that is paying $ 1.77 bn and assuming $ 430 mm of debt in the transaction, which is part of Enron's plan to emerge from bankruptcy protection. Enron, which has been mired in bankruptcy court since December 2001, said the deal was approved by its chief creditors but was still awaiting the approval of the bankruptcy court in a process that allows other potential buyers to submit superior bids.

Wyatt in 1972 first met Saddam, just after Iraq's oil industry had been nationalized, and eventually became one of the biggest U.S. importers of Iraqi oil. The two met again in 1990, after Iraq invaded Kuwait and Wyatt flew to Baghdad on a company jet to help negotiate the release of nearly two dozen American oil workers.

The relationship was so close that when the United Nations authorized Iraq in 1996 to begin selling oil again, under the Food for Oil program, Wyatt and his energy company, Coastal Corp., secured the first tanker shipment to leave the country. After Coastal was sold to El Paso, Wyatt is listed as the allocation recipient of Iraqi oil and Coastal was no longer listed.

Enjoying a French interlude

Since everyone who is anyone is any place but Houston these sweltering months, it comes as no surprise that a duo of our town's fabu femmes chose the South of France for July birthday celebrations.

Lynn Wyatt bested the entire summer birthday scene both here and abroad by celebrating on the Cote d'Azure not once but twice. And during the second round, her long-time chum Elton John crooned an original birthday tribute created for her.

Elton, his partner David Furnish and Lily Safra, the zillionaire hostess and benefactress, invited 35 of Wyatt's European friends and family to La Leopolda, Safra's gilded villa in Beaulieu-sur-Mer, for a surprise birthday dinner on the terrace, under the stars, overlooking the Mediterranean. Ooo, la, la.

The birthday girl's hubby, Oscar Wyatt, and three of their four sons — Houstonian Brad; Steven there from Washington, D.C., with wife Cate; and Trey in from Aruba with fianceé Mervin Ras — were all there to toast the lady of the hour.

* Brad, now back in the saddle at Geo. H. Lewis & Sons, reports that the evening was absolutely splendid —including the multitiered, 4-foot-tall birthday cake detailed in crystallized sugar with the names of all 35 guests.

The piéce de résistance, Brad adds, came when Elton rose to toast the honoree. He went to the piano at the edge of the dining area and sang his tribute — whose lyrics and tune he had composed on the back of his menu card while everyone else was wining and dining. He presented the menu card to Lynn, then requested she loan it back him so he could record the song on CD as a more permanent birthday gift.

Among the glittery party contingent — Prince Talal and Princess Ghida of Jordan, famed architect Lord Norman Foster and Lady Elena, British philanthropist Dame Vivian Duffield, Sir Roger Moore and wife Christina, and June Newton, widow of famed photographer Helmut Newton.

A few days prior to the Safra soiree, Lynn and Oscar hosted her annual birthday bash at their summer home on the Riviera. Last week, Women's Wear Daily reported in breathless detail on the "Texas cowboy chic" hoe-down attended by Prince Albert of Monaco, Jerry Hall with Spiros Niarchos, Shirley Bassey, Joan Collins and many, many more. All dining on the Wyatts' French chef's interpretation of Tex-Mex. Guacamole and chips, anyone?

Sonatrach seeks to stay on track as one of the world's top energy players. Arguably the largest company in all of Africa, state-owned Sonatrach oversees Algeria's oil and gas exploration, production, and marketing activities. In addition to its exploration, refining, and pipeline operations, the company also invests in electrical power, new and renewable energy production, and in desalination projects. Sonatrach accounts for about 30% of the Algeria's GNP.

It ranks as the 12th largest petroleum corporation in the world and its gas exports, both of LPG (liquid petroleum gas) and natural gas.

Sonatrach. In terms of turnover – $22 billion in 2000 – Sonatrach is far-and-away Africa’s largest corporation.

The prospect of outright, or partial, privatization of Sonatrach has not been greeted warmly in Algeria. The powerful labor confederation, UGTA, last year threatened industrial action if Dr. Chekib Khelil, Algeria’s Minister for Energy and Mines (and formerly OPEC President in 2001), pushes forward divestment legislation.

It has a joint venture with Agip in Yemen, it is developing a polypropylene plant in Spain with BASF and it owns a trading company in Singapore.

"Sonatrach has been a partner of Ex-Im Bank for more than 30 years, and Algeria is an important market for U.S. exporters.

Sonatrach is planning a series of large-scale projects to rehabilitate oil and gas fields and expand pipelines as part of its capital expenditure program for the next five years (2005-2009). Total estimated cost for these projects is $24.5 billion.

To date, Ex-Im Bank has approved credits totaling $39.3 million under the line of credit. These credits support exports from General Electric (GE) and Solar Turbines , to be used in the renovation and upgrade of gas turbine compression stations along four pipelines owned by Sonatrach.

Ex-Im Bank marks its 71st year of helping finance the sale of U.S. exports, primarily to emerging markets throughout the world, by providing loan guarantees, export credit insurance, and direct loans. To date, Ex-Im Bank, an independent federal agency, has supported more than $700 billion of U.S. exports worldwide.

One thing the Clinton's excelled at...was creating 18 ways to Sunday separation/deniability from all their corrupt activities.

Knowing how the law works....makes lawyer's the hardest crooks to catch.
