How can someone be indicted for "covering up" something that wasn't illegal in the first place?

How can someone be indicted for "covering up" something that wasn't illegal in the first place? I've thought from the beginning that this was the ploy. If I can get you to obstruct justice or perjure yourself about any little thing even if it is on a trumped-up charge, then you're toast. This has been the left's strategy from the beginning.

Lawrence O'Donnell (speaking calmly) was just talking to Tucker about how the worst thing that could happen to Rove and Libby would be for them to get indicted.

Ask Martha Stewart... or a character in a Franz Kafka novel.
