Actually that's not a half bad idea. But if you're going to do it, do it for all bills, etc. that come before Congress. Send 'em all back to their home states when they lose. With the bureaucracy established by the Republicrats over the past 140 years, do you honestly believe we would miss 537 political hacks if they weren't there?
The legal profession actually did evolve from a system of combat. There is some fascinating medieval use of hired guns to settle disputes, if you know what I mean. The first lawyers ;-)
Wish I had cites. My contracts professor loved that stuff - we'd get about 1 lecture out of 4 that was totally off topic.
