There are merits for a guest worker program if properly administered. I would have no problem with a guest worker program as long as illegal aliens are NOT eligible to apply for it.

A properly administered guest worker program would screen peoples entering the country for communicable disease and criminal histories.
Needless to say any peoples who previously violated immigration laws of the United states would be rejected as undesirables due to criminal history.
Any guest worker program that upholds minimum standards of safety and contagion is vastly better than the programs we have in place today.
