Of course it doesn't do anyone much good to shoot blanks, so the utility of a scientific statement is independent of morality.

(Pedantic moment: It's very useful for a movie actor to shoot blanks.)

When you talk about utility, you talk about human use, which is itself the realm of morality. I'm confused about your talk of "independence," since I have a hard time seeing how anything besides God is by nature independent of anything else, be it a creature or a philosophical system.

The correctness of a theory is independent of its use. Bombs obey the laws of physics and chemistry, even when used by bad people.

Eugenics will work even if it's an evil thing to do. I might add, however, that Eugenics has additional undesirable side effects. When you narrow the genetic diversity of a population you reduce its adaptability. Taken to extremes you get an Irish potato crop that is entirely a clone of one plant. When the blight comes along there are no resistant individuals.
