There are a handful of key components that are controlled via non-profits with oversight from the US Government. One of these is the domain management scheme, and the big-time DNS servers may be, as well (I'm not 100% sure).
By controlling the high-traffic backbone, one could restrict access to all kinds of sites. By controlling domains, one could kill off any "undesirable" websites.
