"Congress shall make no law....abridging the freedom of speech." Yet Bush signed CFR even as he acknowledged it was unconstitutional. He hasn't been a strict constructionist himself. That specific issue drove many Republicans to the primaries in 2000 to STOP! CFR promoting McCain and vote for Bush, who made promises he didn't keep on that issue.
