Women cannot use their own physical strength without relying on male backup, vicious animals (K-9) or weapons of some sort.
A strong male cop can simply restrain someone without weaponry (non-lethal or otherwise), dogs, etc.
A lady cannot handcuff a man who does not allow himself to be handcuffed. Period.

All officers are encourage to use back up to make an arrest. The reason for this is to eliminate the necessity to use a high level of force as opposed to physical presence. 21ST century philosophy "contact and cover". Civil litigation is another reason because attorneys are suing officers under the guise of not waiting for back up when their client is injured.

I would take issue with this statement. These animals are highly trained and are discriminate as to who they become aggressive with, unlike a vicious animal.
