That appears to be likely.
Before our eyes....
The neighborhood may be in transition and in this case per the Supreme Ct recent decision make way for more revenue creating or the County. They can pay the Polish People that own their homes triple the value, and then bulldoze all the homes and Apartments and get some outside investors to create a new Luxury Shopping Mall and Sports complex. End of problem.
This reminds me of a long post I wrote way back in may about the town of Portsmouth, VA which is a city where the downtown "transitioned" years ago.
