I think it was about the money and engineering their "wanted" government. Plus Clinton then sent in Ugandans with US Military surplus equipment for the peace keeping phase. So one makes money causing and supporting the war and then turns around and makes money on the peace process.

I went and saw Lord of War which was about illegal arms sales starring Nichols Cage. I wrote it off as Hollywood propaganda BS, but I do think there is some truth to it, especially during the '90s.

Aha. Isn't this also the reason that Germany and France (and Russia?) didn't want to us take out Saddam Hussein? They were making a swift business selling arms to the Iraqis. I remember during the Iraq war there were a lot of European-made weapons our guys had to deal with.
