I know the corruption here as well as anyone.
I hope all those inspectors and auditors the feds promise will be on the job.
I am more interested in what kind of plans are being made, if any.

Central planning has a very bad record. While it has worked once in Florida with Sanibel Island, when that "central planner" tried to expand on that success in the Keys, it was an abysmal failure.
Perhaps letting the "unseen hand of the market" do the planning would be best. Without lots of subsidized construction, many minds would do their best to best use resources to build where those many minds felt to be safe, desirable, and economically feasible.
Historically, here in America, many minds worked out better than a few soi dissant "elite" planning goobers in some gooberment offices.
The port is going to be up and running soon, as it is the essential port in America. The rest I can't predict.
