Because it wasn't necessary! The troops are behind this effort and can handle themselves.

Somebody up the chain of command didn't think they could handle themselves, or they felt that certain points needed to be made.

It was dumb, no doubt, and like somebody said, if Rove was around, it wouldn't have been caught on tape or whatever.
