If you walked up to someone on the street and asked a question and they started beating on you would your first reaction be to just stand there and let them? Sometimes cops do get that deserved ass whippin and like any other gang they call in their buddies to bail them out.

If you walked up to someone on the street and asked a question Having not seen the new video, I'm just guessing here that the old man walked right up to the horse (within a foot or so) and didn't back up when told to. Being that close could spook the horse potentially dumping the officer. If the second officer told him to back up and was chastised for interrupting, I can see how it could get a bit out of hand...
