Indeed and that's why we're hearing mutterings IF Fitzgerald does not indict, it will be a waste of taxpayers money for him to have spent two years for naught. In short, the fix is in and it was on our dime. They will never take the blame for faulty reporting.
It could also be that if he doesn't indict, he wants people to know that he researched this thoroughly and couldn't find anything! There's 2-sides to that coin.
Not sure if this is a duplicate, but the case can be made that Fitzgerald won't indict anyone and he wants to assure everyone that his investigation was very thorough. Every rock overturned, etc. There are 2 sides to look at this.
