Anyone can nominate anyone for a Nobel Prize. One just needs to file the application and fee. They just mentioned it in the article because it sounds official. The guy is a turd. Soon to be a steaming turd.
According to the articles I've read, Williams was nominated by a handful of Swiss members of Parliament who are anti-death penalty. That and a TV movie glorifying him are part of the campaign of the left to use him to turn public sentiment against capital punishment.
