Here in NY we had a real brouhaha when DMV actually started verifying social security numbers. They found (as I recall) about 150 licenses using the same SSN. They even turned up a number of fugitives and deadbeat dads who were using their own SSNs. A large number of people who were asked to 'correct' their SSNs failed to respond and had their licenses suspended.
The usual cadre of leftist groups raised the roof about it.

The Feds should just come up with one system and give it to all the states, but what will happen is each state will have their own solution (pork for their buddies) and all the systems and scanners and data will be incompatible between states and systems and this will drag on for decades, to the delight of the pork buddies.

Nothing more profitable than dragging out the implementation of a system which requires coordination with 50 state agencies. It's like taking candy from a baby and the Congresses and Executives are willing partners in this.
