It’s interesting that Germany looked to the US for it’s ideas on eugenics.
This eugenics article is quoting a not-very-mainstream "journal" article from 1960 as a source. The article in question is in edition one, volume one, of the "journal", and is curiously not available online. I tried very hard to find it, and was unable to do so.
I have heard (from time to time, from none-too-savory individuals) about the so-called species "Homo Sapiens Africanus" and that is what I googled to find this article. I suspect that the "journal" in question was referencing extremely old (and totally discredited) anthropological information and severly misquoting (and severly misrepresenting) it.
I dug around quite a bit on the internet, and was unable to substantially show this. Without access to the original MankindQuarterly article, it is very difficult to track. Go to www.mankindquarterly.com to get a taste. You may want to brush your teeth afterwards.

Why the drop after 1960? (in deaths of women from illegal abortions)
The reasons were new and better antibiotics, better surgery and the establishment of intensive care units in hospitals. This was in the face of a rising population. Between 1967 and 1970 sixteen states legalized abortion. In most it was limited, only for rape, incest and severe fetal handicap (life of mother was legal in all states). There were two big exceptions — California in 1967, and New York in 1970 allowed abortion on demand. Now look at the chart carefully.

So how many women’s lives have been saved by abortion?
Only about 3% of abortions since 1972 were reported to be “due to a risk to maternal health.” A reasonable person would recognize that not all of those cases represent a lethal risk. But let’s say they did. That means that nearly 45 million fetuses were butchered to save the lives of about 1.3 million women. Or put another way; 35 babies are killed to save each woman.
Abortion was legal in all 50 states prior to Roe v. Wade in cases of danger to the life of the woman.
The winning army does not need pass on their genetics personally, only that the nation that produced the army survives to pass on their culture and genetics. The genetic difference between a brave soldier and his siblings is slight, and the cultural difference is zero. So if the soldier dies but most of their kin survives, by proxy they will pass on 99.999% of their genetics and 100% of their culture.
The left likes to promote Darwin's theory of natural selection, but they suppress Darwin's ideas in The Descent of Man, written in 1871. Darwin explained that human evolution is warfare based. To be human means to be a war maker. He explained how altruistic acts by soldiers are passed on, even if the soldier dies.
Darwin focused on genetics, however cultural evolution is more important for humans. If you let a small child grow up in the wild by itself, it will turn into a wild animal. It is the cultural programming we receive from our tribe that turns us into who we become.

And it wasn't exactly quarantining, being that they were Nomads in desert being "put out of camp" most certainly would have been a death sentence.

The KJV is sometime difficult to figure out. Late Middle English and all that. Here's the New Living Translation, with context:
6 David then led his troops to Jerusalem to fight against the Jebusites. "You'll never get in here," the Jebusites taunted. "Even the blind and lame could keep you out!" For the Jebusites thought they were safe. 7 But David captured the fortress of Zion, now called the City of David.
8 When the insulting message from the defenders of the city reached David, he told his own troops, "Go up through the water tunnel into the city and destroy those `lame' and `blind' Jebusites. How I hate them." That is the origin of the saying, "The blind and the lame may not enter the house."*
And the 'issue' issue: open wounds that release fluid and do not heal were also a health threat to the population at large. We see such transference of disease by bodily fluids in diseases such as hepatitis.
As for being put out of the camp, it didn't mean that they were ignored or not provided for, just separated from the rest of the population. The Israelites were specifically commanded, by the way, to show mercy and kindness to such people, and many times God reprimanded them for their lack of mercy.
Anyway, why are you trying to attribute sick garbage like eugenics to the Bible?
